I usually use Linux, although I used to use Windows a LOT, But I think the following parts are basically the same.
And by the way, "htdocs" is Bitnami' Lampstack's equivalent of the "public HTML" or "WWW" directory.
I usually name a directory or a subdirectory of htdocs directory to whatever I want the URL to be Before I install Wordpress in it.
And then that name becomes of your URL like: (localhost:8080/YourDirectoryName).
I then download the latest Wordpress.zip from Wordpress.org and move it into that folder, or copy it there if I have a new version handy, and then I create a database for it, and then I navigate to that directory in a browser ( something like http://localhost:8080/your_chosen_subdirectory_name) and then the Wordpress install will automatically start.
And of course I have the database name, database user name, and password for the database that I just I created on hand ready to paste in. You can create a database by navigating to http://127.0.0.1/phpmyadmin/
By the way, on Bitnami Lampstacks, at least on Linux computers, or so i havce seen, PHPMyAdmin will only run when using the 127.0.0.1/phpmyadmin/ URL. It will not open using localhost:8080/ URL.
