Are you the owner of that Open edX deployment? I'd need more information about your deployment to be able to help you.

What version of Open edX did you launch?
In which platform?
What changes did you make in the application?
Please note that you need to configure the SMTP settings in the application to be able to send emails to the users, did you do so?
