Thanks for your help. (*****also, oddly and I should have mentioned this before, but I was able to upgrade to 4.0 once!?, but then not a second time on a different wordpress instance. (I have wamp with wordpress on top of that) My madeupname instance/blog upgraded, but my otherbloginstance did not... Also, I tried to reinstall the wordpres 4.0 instance that actually worked the first time to upgrade and it worked again!!!!!!??? but none of the other instances!*** maybe this will help you reproduce the problem.)
if you can't reproduce it then is there away to point the upgrade to the downloaded 4.0 zip from the dashboard or as you said try to upgrade from the zip location?
I didn't want to have to do the upgrade manually. Or is there a way to think its got the CA certificate and download or bypass the CA certificate check easily? Is there a way to tell where or how this thing is going wrong? Because its not the upgrade, right, just that it can't download the file...
Also, when I go to C:\Bitnami\wampstack-5.3.29-0\apache2\conf and click on server security certificate under the certification Path tab. It says : This CA root certificate is not trusted because it is not in the Trusted Root Certification Authorities Store. but its probably not getting this far since it can't get the CA certificate.
