The command I suggested you to use does not return any output unless there is an error. So you don't have to worry about it, it's normal that takes 5 or 6 seconds because this command restart Apache.
On the other hand, you tell that you run that command as root. Did you install Joomla! as root? I thought you were using a VM and that's why I told you to execute:
sudo /opt/bitnami/apps/joomla/bnconfig --appurl /
However, if you did not install the Stack as root user, you just have to execute:
/installdir/apps/joomla/bnconfig --appurl /
Please note that you have to substitute "installdir" with the path to the directory where you installed the Stack.
No, you don't need to do that. If you did not install Joomla! as sudo, the Apache Web Server included in Joomla! Stack will be listening through port 8080 (that's the one used by default) so you should find your Joomla! Site browsing to http://YOUR-MACHINE-PRIVATE-IP:8080.
