I'm running Redmine v3.3.2-2 installed on Debian 8.7/Jessie
I had a lot of difficulties getting it to install and migrate my data over, but I believe I was finally successful.
Now I'm installing a new to us plugin: Agile. I downloaded it and put it in the plugins folder
I unzipped it in place
bundle install --without development test --no-deployment

Your user account isn't allowed to install to the system RubyGems.
You can cancel this installation and run:
bundle install --path vendor/bundle
to install the gems into ./vendor/bundle/, or you can enter your password
and install the bundled gems to RubyGems using sudo.
I put in my password and got:

Errno::EACCES: Permission denied @ rb_sysopen - /opt/redmine-3.3.2-2/apps/redmine/htdocs/bin/rake
An error occurred while installing rake (12.0.0), and Bundler cannot continue.
Make sure that `gem install rake -v '12.0.0'` succeeds before bundling.
So I ran
gem install rake -v '12.0.0'
It fails with
ERROR: While executing gem ... (Errno::EACCES)
Permission denied @ rb_sysopen - /opt/redmine-3.3.2-2/ruby/lib/ruby/gems/2.1.0/gems/rake-12.0.0/.gitignore
The gem install rake command runs fine with sudo, I check the folders and from what I can see the rake 12.0.0 is installed. I'm stuck with what to do next. I started going through and changing the write permissions on the .gitignore, then I got the same error on another file so I changed the write permissions, etc. etc. etc. through the directory. I'm sure that's not the right way to do it.
Thanks for any help!
