Choose an empty resource group or create a new one".Why is this a requirement? Creating a new resource group just for this will massively increase costs due to VPN duplication etc.
A new resource group is created on every new deployment.
Why would you like to have a new deployment on the same resource group? Could you please provide us more information about your concerns about this configuration?

You are deploying the Multi Tier solution for RabbitMQ, aren't you?

Please let us know if you find more information about how to workaround this from Azure support. I'm pretty sure there must be other users with the same question and it will be very helpful for them.
I ended up just ditching the cluster option, and span up 2 of the standalone VM offerings, and configured the cluster manually. Unfortunately we didn't have the time to wait for Azure to respond.
We are glad that you could, at least, have your cluster using 2 VMs and manually configured them.
