Perhaps someone has a solution for this problem, but the fact that is: under Windows Vista and the portable version of Xampp, at least the installation process for Wordpress and SugarCRM can't exec or complete the CreateDB.php script.
In appeareance, the PHP interpreter of Xampp 1.8.2 installs the packages under c:\xammp\apps, but near of the end of the process it returns an error in 'line 8' of the cited script (or at least is what returns the manual execution of the script).
Of course, the service finally don't install anything, nor its Database is created.
The rest of servers (at least Apache, MySQL, FileZilla, and Tomcat) start and work correctly.
I understand the temptation, but... Some suggestions which don't suppose to delete Windows Vista or Xampp ? :-)
Could you try to use the XAMPP installer version? Not that the applications are not portable, they will be configured to work in the installation directory.
Sorry, we tested WordPress on top of the Portable XAMPP version and it works properly. Did you modify the PHP configuration? Do you have any other PHP installation in the same machine? Could you try in a different one?
