How can I download wapp that is compatible with php 7.1.3?

I'm sorry but we didn't release any WAPP version with PHP 7.1.3. You can take a look at the changelog file and request any other version that matches with your requirements.

As I see, 7.1.33-0 2019-10-26 version is compatible with PHP 7.1.3
Am I wrong?

I understood you needed to use 7.1.3, not any 7.1 version. Here you have the last WAPP 7.1 version we released
