Moodle 3.6.1, installed on a VM Windows 2012 R2
I have htdocs, moodledata, and mySQL folder from a Windows 3.3.0-0 deployment saved, but now only have 3.6.1 installed.

Bitnami Moodle Stack installer for windows -- have installed before and never had issues. Pretty nice package to work with.
Have you installed any plugin or modified any configuration file?:
Fresh install, trying to troubleshoot.

In a nutshell, my Moodle 3.3.0 instance went down about 2 weeks ago. I have the native backup files for moodledata, mysql and the app code saved, but the database is not exported in .sql format, its just the mySQL folder from the moodle file structure.
I have a fresh version of Moodle 3.6.1 installed, and want to perform a restore/overlay from moodledata, to restore my content. Is this possible given the parameters I've listed? This kind of drag-n-drop process has not worked well before for me I've performed the site restore and backup before, using phpmyadmin, but this time i don't think its the exact same process. Can anyone point me in the right direction? Thank for viewing!
Steps to reproduce the issue (if relevant):
In the past, i have been able to deploy moodle with apache/mysql and then configured IIS to work. I will likely do the same, so getting apache working and the moodledata from 3.3 imported is the goal.
