I'm attempting to install an https certificate with Lets Encrypt, but I'm getting an error:
acme: error: 400 :: urn:ietf:params:acme:error:connection :: Connection refused, url:

I'm not really sure what direction I should proceed.

I should add I'm attempting to use a port other than 443. In this case, port 9443. Apache is working with the self signed certificate, but I'd like to get rid of the certificate error.

I've done some further research, and I think I know the problem. Port 80 is not publicly routable to the server. (https://letsencrypt.org/docs/allow-port-80/) The only public port open to the server is 9443.

If this assessment is correct, what would be the easiest alternate way to set up let's encrypt with DNS-01 challenges or TLS-ALPN-01 like Let's Encrypt suggests?

After reading about Let's Encrypts other challenge types, I have concluded that it isn't possible to set up SSL automatically using completely custom ports. DNS validation is not an option.

Any other possible solutions you can recommend?

This seems to be an issue directly related to Let's Encrypt and their policy regarding ports, in which case you should reach out to them to obtain further assistance on the matter. As an alternative to Let's Encrypt, you can try to issue your certificates using another Certificate Authority, but beware that they may not provide them free of charge.
