Sorry but there is no way you can run the installer without starting the services, it is necesary for the correct installation of the stack.
Anyway, notice that if you are building a Docker image, after executing RUN bitnami-tomcatstack..., the services will be stopped in the next sentence of the Dockerfile. If you want to stop it in the same sentence you cant type something like this:
RUN bitnami-tomcatstack-7.0.**--linux--installer.run [options] && INSTALLDIR/ctlscript.sh stop
Note that INSTALLDIR is the path to your installation directory (/opt/bitnami for VM and Cloud Images )
