If I link to the homepage in my custom application by using the link "index.htm" it correctly opens http ://127.0.0.1:81/fpl/index.htm. However if I specify the link "/", as I would like to in production, it opens the Bitnami WAMP Welcome page at http ://127.0.0.1:81/. All other html and php files in my application open correctly below the /fpl/ folder. How can I make a link to "/" correctly open http ://127.0.0.1:81/fpl/index.htm?
My httpd-app.conf file contains this:

Allow from all

Require all granted
My httpd-prefix.conf file contains this:
Alias /fpl/ "C:/Bitnami/wampstack-7.3.11-0/apps/fpl/htdocs/"
Alias /fpl "C:/Bitnami/wampstack-7.3.11-0/apps/fpl/htdocs"
I cannot get a virtual host to work either, but I would like to fix this basic issue before dealing with that.
