Following the threads and docs eg. https://community.bitnami.com/t/how-to-install-memcached-in-bitnami-wordpress-with-nginx-and-ssl-stack-for-aws-cloud/61053/2 has some things "missing.
I've downloaded the stack installer. bitnami-memcached-1.5.11-0-linux-x64-installer.run and running it as root, and installed into "/opt/bitnami/memcached". I should be able to do something like this: mv /opt/bitnami/memcached/scripts/ctl.sh.disabled /opt/bitnami/memcached/scripts/ctl.sh but there is no ctl.sh in /opt/bitnami/memcached/scripts.
Can you run the following command?
sudo ls -la /opt/bitnami/memcached
Also, did you follow the commands to install the php-memcached extension that are shown in the thread you shared?
