I can verify this error:
bitnami-reviewboard-2.5.2-0-windows-installer.exe contains OpenSSL version 1.0.1j 15 Oct 2014
While trying to connect to a remote VisualSVN Server I'll get the following error message in the logs:
2016-01-07 15:05:05,974 - INFO - - Using reviewboard.scmtools.svn.pysvn backend for SVN
2016-01-07 15:05:30,638 - ERROR - - SVN: Failed to get repository information for https://xxx.xx.xx:8443/svn/REPO/: Unable to connect to a repository at URL 'https://xxx.xx.xx:8443/svn/REPO/'
OPTIONS of 'https://xxx.xx.xx:8443/svn/REPO/': SSL handshake failed: SSL disabled due to library version mismatch (https://xxx.xx.xx:8443/).
Our VisualSVN server version is 2.5.10 (Subversion 1.7.10, Apache 2.2.22) and it contains OpenSSL version 0.9.8y 5 Feb 2013.
Currently we are using a self-signed certificate but this shouldn't produce this error. I just checked, this is a particular old VisualSVN Server version and we should probably update. Nevertheless, this is one way to reproduce ths error if you'll need to.
