After migration of my instances MYSQL to a separate Cloud SQL MYSQL instance, I cannot kick moodle out of maintenance mode.
My site is displaying the following message
Database migration in progress, please wait until the migration completes and server administrator updates configuration and deletes the $CFG->dataroot/climaintenance.html file.
I have tried to locate the climaintenance.html to rename it to off but I cannot locate the file. The other option is to kick the PHP out of maintenance mode and when I try to execute -

Has anyone experienced this issue and how can this be rectified?
