Hello @marcos, thanks for the info.
Here is a little more info on my setup. Between yesterday and this morning, I have been both up and down. The latest...
php 7.1.1 is installed via WPI.
I have a working apppool for moodle
Permissions for IUSR and localmachine/iis_iusrs have been setup on moodledata (r/w) and r/o on the DATADIR\moodle.
To keep binding on port 80 a non-issue, I am only running one application in IIS at a time. In test mode, I pointed to a phpinfo file, and it loads as expected.
At the moment, I can get apache to serve when using localhost:8080/moodle, but IIS displays
HTTP Error 404.0 - Not Found when I browse for localhost/moodle and displays "Invalid permissions detected when trying to create a directory. Turn debugging on" when I browse to just localhost.
I found some guidance about the temp folder having permission issues, but I manually set those and didn't detect any changes.
Lastly, I ran the bnconfig.exe tool to try and change debugging from the default of 2 to 4, but couldn't detect a change afterwards..i restarted the moodle services each time. I have not adjusted the prefix URL as you mentioned.
Thank for helping me with this mess.
