Thanks for the reply.
About 3 years ago I did roselovers.org.au web site and used cPanel
online to do the development. I used the cPanel redirect so I left the
old web site in tact and just changed over when all was working. Used
Akeba to backup at the end but still vague on moving to a new host.
I then got 3 web sites to do
(1) Queensland Council of Garden Clubs which was done in HTML with a FTP
to the host to load it up. The host said they didn't have cPanel.
(2) The National Rose group used Adobe MUSE and that is now obsolete and
FTP to the host with no cPanel too.
(3) Queensland Rose Society done in Front Page and FTP to host the same.
(2) & (3) could share resources as per your suggested documentation (1)
should be separate.
First I got Filezilla an downloaded the current versions of each of
these sites. I can see the jpg files and the text files okay. Strip out
the html and put that in a Joomla article okay with a new menu structure.
So I found XAMPP and installed it on my computer under d:\xampp and all
the files are active. It has a start and stop Apache control window
that I found and it has worked okay
I then found BITNAMI Joomla and installed that as the new QCGC web site
and worked for a day or so making the articles and menus okay.

Port 81 SSSL 444 Mysql 3307  wrote down all the passwords and accounts
used.
I can see the new images files associated with this new web page.
I then did the same with the National Web site a couple of days later
with bitnami under d:\nrose
Port 82 SSSL 446 Mysql 3308  wrote down all the passwords and accounts
used.
under d:\nrose/bitnami/joomla3.9.23.0/apps/joomla/htdocs
Couldn't access the QCGC details through Microsoft edge browser.
Spent about a week doing the National Web site and trying to figure how
to get back to the qcgc WEB SITE.
In desperation then set up Queensland Rose under
under d:\qrose/bitnami/joomla3.9.23.0/apps/joomla/htdocs
Port 83 SSSL 448 Mysql 3309  wrote down all the passwords and accounts
used.
I could only access 192.168.0.2:82 to get the Queensland rose site.
The windows 10 registry keys have the Apache/mysql/joomla keys for each
web site.
That is my issue.
Confident there is a solution.
