I am using aws bitnami moodle instance (medium 4GB ram and 512MB memory limit to php) and trying to import 6000+ users. I get server error everytime. Here is the log details:
This seems similar to https://community.bitnami.com/t/after-adding-template-to-wp-page-with-elementor-plugin-i-try-to-edit-second-time-and-i-get-internal-server-error/46276 but that is for wordpress and suggestion is to change .htaccess file. But in moodle instance, it seems not recommended to add anything in .htaccess file (Written: # This configuration has been moved to the application config file for performance and security reasons is written in .htaccess file inside htdocs.). Any suggestion?
It seems that your system is getting out of memory due to PHP limitations. You can raise it following this guide: https://docs.bitnami.com/aws/components/php-fpm/#how-to-configure-php-fpm-options

I tried with 512 MB memory limit to php but it didn't work. It seems problem with mod_substitute and default SubstituteMaxLineLength value of 1 MB but I do not know where to change it.
Could you try to change it at php.ini file.
If this not works, could you provide us with the following log files?
